Stop Bush!

The environmental movement, the human rights movement, the peace movement and development aid organisations call for a joint demonstration timed to coincide with the visit of US president Bush to Brussels on 21st and 22nd February 2005. They wish to express their concern about the negative role that the United States is playing within the international community in several areas, including the environment, human rights, peace, and aid to developing countries.

The concerns of environmental organisations

Environmental organisations are deeply concerned about the negative role that the United States is playing in the fight against global warming. By positioning itself outside of the international community and unilaterally rejecting significant reductions in greenhouse gas emissions, the US is undermining the efforts of other nations. The US ranks as the world's number one emitter of greenhouse gases per capita, and therefore the most responsible for the fast deteriorating climatic situation and for the growing number of victims of this global disaster. The environmental movement cannot accept that the international community be held back by the attitude of the US. The European Union must continue to lead the worldwide fight against climate change, by actively cooperating with the overwhelming majority of northern and southern countries in order to rapidly achieve a strong reduction in the emission of greenhouse gases. Efforts must focus on limiting the warming of the Earth to no more than 2° Celsius above preindustrial levels. Furthermore, Europe should provide assistance to those countries that will become the first victims of climate change.

The concerns of human rights organisations

Human rights organisations are deeply concerned about the negative role the United States is playing in the fight to defend human rights. They condemn a policy of human rights violations in the name of national security. In the so-called "war on terrorism", political and civil rights are trampled both domestically and internationally. It is unacceptable that people are imprisoned for months or even years without any form of due process. In this regard the situation at Guantanamo is particularly intolerable.
The US should ratify and abide by international human rights treaties. Moreover the human rights organisations deplore the aggressive stance of the US against the International Criminal Court.
US authorities must cease all forms of torture and mistreatment, firmly condemn its practice, and allow independent investigation of all cases in which the US may be involved. They must also repeal any discriminatory measure that allows violence against women or that restricts their access to reproductive medical care. The US should join the rest of the civilised world in abolishing the death penalty, especially with regard to minors.

The concerns of peace and development aid organisations

Peace and development aid organisations are deeply concerned about the negative role that the United States is playing in regard to peace and development. The invasion and occupation of Iraq by US troops are in violation of international law and have led the country into a spiral of violence. The US should withdraw from Iraq. It is also time for the US to commit itself to a durable and fair resolution of the Israeli-Palestinian conflict and to end its one-sided support of Israel's occupation policy. That implies that the US support the application of the many UN resolutions calling for an end to the occupation and to the dismantling of the wall.
A policy of belligerence and the maintenance and upgrading of an immense nuclear arsenal - also in the framework of NATO - have contributed to a disturbing rise in the US defense budget. This leaves little room for urgently needed domestic programmes to help the poor, nor for aid to developing countries. Peace and development aid organisations demand that the US respect humanitarian laws, including those against nuclear proliferation, against weapons using depleted uranium, and banning antipersonnel mines. The US must stop the use of cluster bombs, and oppose the proliferation of light arms.

The United States represents the major obstacle to a world order based on international law. The undersigned organisations call upon the European Union not to let itself be hindered by the negative policies of the US and to tackle forcefully the most important problems of the world in cooperation with the other countries of the North and South. We expect the European Union to be a leader of a different kind of globalisation, one that is fair and sustainable.
